There are a few reasons why a partner might see an error message
a) you aren't set up to use the product;
b) you're set up for hotel package rates but aren't passing the parameter correctly;
c) you may be set up to receive “package rates only”, which will greatly limit the inventory availabile to be returned.

If you have signed a contract and been granted access permissions to use package rate, you'll need access set for the documentation as well. Simply submit a support case with the proper information including your CID, your account manager, a copy of your contract or other supporting information.
